Buying property in Cascais and Estoril as a foreigner (2026): neighbourhoods, prices and total costs
Homes in Cascais municipality sold for a median €5,000/m² in the first quarter of 2026 (INE), and advertised at €6,055/m² on idealista in August 2026, rising to €7,146/m² in Cascais town and €6,813/m² in Estoril. Since 25 May 2026 non-resident buyers pay a flat 7.5% IMT: €67,500 on a €900,000 house, €13,500 more than a resident. The area suits families near international schools, retirees and Lisbon commuters on the train line.
Where to buy in Cascais and Estoril
Cascais municipality has four parishes. The coast from Cascais town to São Pedro do Estoril is one parish, Cascais e Estoril; Parede sits in Carcavelos e Parede; Alcabideche and São Domingos de Rana lie inland. Prices below are idealista asking prices for August 2026 and INE medians actually paid over the 12 months to March 2026 (INE parish figures as republished by a third party). No price series exists for Quinta da Marinha, Birre, Areia or Aldeia de Juzo on their own.

What does a typical home cost?
INE figures are what buyers paid; idealista figures are what sellers ask. In Cascais the asking price usually runs 20–30% above the price paid.

Buyers domiciled abroad pay more: in Grande Lisboa they paid 34.5% more per m² than domestic buyers in Q1 2026 (INE). At the very top, Porta da Frente Christie’s puts asking prices for the most expensive Cascais and Estoril homes at €20,000–35,000/m²; those are top-percentile asking prices, not sales.
Timing. idealista asking prices on the Cascais and Estoril coast have been flat to slightly down since May 2026, while inland Alcabideche and São Domingos de Rana are up more than 10% in a year. In the wider Lisbon area, sales in Q1 2026 closed an average 4.4% below the asking price (Confidencial Imobiliário, via KW Alfa). idealista changed its methodology in July 2026, so do not compare these asking prices with older idealista figures.
Who else is buying. Engel & Völkers’ 2025–26 market report says 81.3% of purchases in Cascais were by foreigners, mainly from Brazil, Russia and the United States. That is the agency’s own figure, most likely drawn from its own sales, not an official market statistic.
The total cost of buying in Cascais
Since 25 May 2026, buyers who are not tax resident in Portugal pay a flat 7.5% IMT (property transfer tax) on the whole price of a home (Decree-Law 97/2026). Residents pay the normal sliding scale; between €660,982 (main home) or €633,931 (other homes) and €1,150,853, that scale is a flat 6%. Everyone pays 0.8% stamp duty on the price, plus 0.6% on any mortgage. The government’s Casa Pronta service charges €375 for the deed and registration without a mortgage and €700 with one.

With a €450,000 mortgage on the €900,000 house, a non-resident adds €2,700 of stamp duty on the loan and pays €700 at Casa Pronta instead of €375: €67,500 + €7,200 + €2,700 + €700 = €78,100. Add your lawyer’s fee, a survey and any bank fees.
Three rules change the answer:
- Becoming resident. A buyer who becomes Portuguese tax resident within two years, or lets the home at a moderate rent, can reclaim the difference by applying within 6 months of qualifying.
- Former residents. The 7.5% rate does not apply to buyers who were Portuguese tax resident at any time before; they pay the normal scale.
- Above €1,150,853, residents also pay 7.5% flat, so the gap disappears.

CAISL and TASIS are often described as Cascais schools; both are in fact in Sintra municipality, a short drive from Cascais. Two gaps: the German School’s Estoril primary campus closes from the 2026/27 school year, after which Deutsche Schule Lissabon teaches only at its Lisbon site; and there is no French lycée in Cascais or Estoril. The nearest is the Lycée français Charles Lepierre in Lisbon.
Train to Lisbon. The Cascais line runs along the coast to Cais do Sodré. All-stops journey times from the timetable valid from 6 April 2026:

Weekday morning trains leave Cascais every 15 minutes. Alcabideche, Birre, Quinta da Marinha, Areia and Guincho have no station; the A5 motorway links Cascais to Lisbon.
Local rules buyers should check
- Short lets (alojamento local, AL). Decree-Law 151/2026, of 30 July 2026, as reported by ECO and ATAM, gives municipalities with more than 1,000 AL registrations until 31 December 2026 to decide on a regulation, and lets them suspend new registrations once, never beyond that date. Existing registrations are not affected. We found no Cascais AL regulation, draft or suspension on cascais.pt on 24 September 2026. Do not assume you can obtain a new registration after the council decides.
- Protected landscape. The west of the municipality, towards Guincho, borders the Sintra-Cascais Natural Park, where building rules are stricter. If you plan to extend or build, check with the council before signing.
- Licensing and the 1 October 2026 deed rule. From 1 October 2026 (Decree-Law 108/2026), the deed must state whether the habitation licence was shown, declared to exist, or does not exist; if that statement is missing, either party can seek to annul the sale. Ask for the licence, and check that pools and extensions appear on the approved plans.
- Letting instead. idealista asking rents in Cascais averaged €22.8/m² a month in July 2026, up 5.8% in a year. Homes let at up to €2,300 a month qualify for a 10% tax rate on rental income from 2026 to 2029.
Finding an agent in Cascais
In Portugal the listing agent is paid by the seller and acts for the seller. If you want someone on your side, use a buyer’s agent and agree in writing who pays them: an agency cannot be paid by both buyer and seller in the same deal (Lei 15/2013).
