Selling a property in Albufeira in 2026: prices, time to sell and agents
Homes in Albufeira municipality sold for a median €3,354/m² in the 12 months to March 2026 (INE data, completed sales), 10.3% more than a year earlier. Asking prices on idealista averaged €4,168/m² in August 2026 and have been flat since May. Sellers typically pay about 5% commission plus 23% VAT. Algarve sales fell 12.4% in Q2 2026 and non-resident buyers now pay a flat 7.5% IMT, so price off completed sales, not neighbours' asking prices.
What is a property in Albufeira worth?
INE medians are what buyers actually paid, from completed sales recorded by the tax authority. idealista asking prices are the average advertised price. In Albufeira the asking average (€4,168/m², August 2026) sits about 24% above the INE median (€3,354/m², 12 months to March 2026).
INE’s website was unreachable when we checked on 24 September 2026, so the municipal and parish medians below are INE data as republished by DataLABOR (CoLABOR). Its Portugal and Algarve figures match INE’s own releases exactly; we have not checked the Albufeira rows on ine.pt.

Albufeira is above the Algarve median but has been rising more slowly than the region. INE had not published Q2 2026 municipal figures by 24 September 2026.

*The republished Guia series repeats the same value (€3,488/m²) for four periods before the latest one, which suggests small samples; treat it as a rough guide. INE publishes nothing below parish level, so there is no INE figure for Oura, Galé or Balaia alone. idealista changed its methodology in July 2026, so older figures such as “€4,060/m² in June 2026” are not comparable.
How should you set the asking price?
The gap between asking and paid prices is large enough to cost you months on the market. For an 85 m² two-bedroom flat:

Neither figure values your flat; they bracket it. Across the Algarve, buyers with a tax domicile abroad paid a median €4,003/m² in Q1 2026, against €3,214/m² for buyers domiciled in Portugal (INE), so a property that sells to foreign buyers can clear the local median. But asking prices in Albufeira have stalled, and around 9% of listings in Faro district had a price cut in Q1 2026 (idealista). Is 2026 a good time to sell in Albufeira?
- Prices paid are still rising. The INE median was up 10.3% in the 12 months to March 2026.
- Asking prices have stopped rising. The municipal idealista figure has been flat since May 2026 (€4,172 to €4,168/m²), and its annual growth slowed from 10.6% in December 2025 to 6.3% in August 2026. In Guia parish, asking prices fell 5.6% in the three months to August.
- Fewer sales are closing. Algarve sales fell 12.4% year on year in Q2 2026, against a 6.4% fall nationally (INE, reported by Observador). There is no published transaction count for Albufeira alone.
- Foreign buyers pay more tax. Since 25 May 2026, buyers who are not tax resident in Portugal pay a flat 7.5% IMT (property transfer tax) on the whole price (Decree-Law 97/2026). On a €350,000 flat that is €26,250; buyers who become resident within two years, or let at a moderate rent, can reclaim the difference. Albufeira relies on non-resident buyers; the local effect has not yet been measured.
Who is buying in Albufeira?
- Buyers from abroad, concentrated in the Algarve. In 2025, 29.7% of all Portuguese home purchases by buyers domiciled abroad, and 42.4% of their spending, were in the Algarve (INE, reported by idealista/news). Nationally, non-resident buyers bought 8,471 homes in 2025, down 13.3% and the third annual fall.
- No Albufeira nationality figures exist. Engel & Völkers’ 2025–2026 market report places international demand in a “Vilamoura, Albufeira and Lagos triangle” but gives no Albufeira-specific figures.
- Foreign residents. 26,906 foreign nationals lived in Albufeira municipality at the end of 2024 (AIMA).
Who is selling in Albufeira, and why now?
There are no local statistics on sellers, but the same situations recur:
- British and Irish owners living abroad, often with a holiday flat bought in the 1990s or 2000s. The new UK–Portugal tax treaty applies to UK capital gains tax from 6 April 2026; see UK residents selling.
- Heirs of first-generation owners; see selling an inherited property.
- Retirees whose NHR status is ending (registrations from 2016 to 2019 end between 2026 and 2029; see NHR ending).
- UK owners without residence. The EU Entry/Exit System started on 12 October 2025 and has been fully operational since 10 April 2026 (European Commission). It records every entry and exit, so the 90-days-in-180 limit is now enforced automatically.
- Holiday-let owners. In December 2023, 6,746 short-let registrations in Albufeira were confirmed active out of 9,955 on record (Ministry of Economy figures, reported by Barlavento). We found no more recent count.
Selling a resort or tourist-development apartment in Albufeira
Many flats in Oura, Areias de São João, Salgados and the resort belt east of town are not ordinary flats. They sit inside licensed tourist developments (empreendimentos turísticos: apartamentos turísticos and aldeamentos turísticos, i.e. tourist apartment complexes and tourist villages), governed by Decree-Law 39/2008. Selling one follows different rules from selling a flat in a normal condominium.

The decree has been amended since 2008 (including by Decree-Laws 15/2014 and 80/2017), so ask your lawyer to confirm the current article numbering in the consolidated text.
The tourism licence shapes who will buy. Because the unit must stay in the tourist operation, a buyer cannot take it out, use it as a private holiday home on their own terms or register their own short let. Your buyers are mainly investors content with operator-run letting. Before listing, gather the registered título constitutivo, the first-year and current periodic charge, the operator’s agreement, recent letting statements for your unit and the development’s entry on Turismo de Portugal’s register of tourist developments (RNET). Your deed and land registry certificate show whether the flat is in a tourist development or is an ordinary flat with a short-let (AL) registration; the two are sold very differently.
Can a buyer keep letting it as a holiday let?
For ordinary flats and villas with a short-let registration (alojamento local, AL), Decree-Law 76/2024 made registrations transferable again from 1 November 2024, so an existing registration can normally pass with the sale, and returned control of short lets to councils.
Albufeira has no AL regulation that we could find. On 24 September 2026 the council’s regulations page listed no AL regulation, draft, containment area or suspension, and nothing came of a 2018 suggestion by the then mayor to consider containment areas. That is absence of evidence, not confirmation from the council, and it may change. Decree-Law 151/2026, of 30 July 2026, requires municipalities with more than 1,000 AL registrations to decide on a regulation by 31 December 2026, and lets them suspend new registrations once until then. Albufeira is far above that threshold on the 2023 count. Existing registrations are not affected, but a buyer cannot assume a new registration will be available in 2027.
How long does it take to sell in Albufeira?
No credible source publishes days on market or the typical discount for Albufeira. The nearest signals are that 9% of Faro district listings (11% in Faro city) had a price cut in Q1 2026, against 8% nationally, and that Algarve sales fell 12.4% in Q2 2026.
After you accept an offer, allow for the CPCV with a deposit, commonly 10–30%, and then the escritura (the deed). If you live abroad, allow time to sign a power of attorney, notarised and apostilled if signed outside Portugal. See selling as a non-resident.
What does selling in Albufeira cost?
The seller pays the agent. Commission is commonly about 5% of the price (roughly 3–6%) plus 23% VAT, and it is negotiable. The buyer pays IMT, stamp duty and normally the deed and registration.

One percentage point of commission on this flat is worth €4,305 including VAT. Capital gains tax comes later: non-residents are taxed on 50% of the gain at progressive rates set by reference to worldwide income, there is no withholding at the deed, and the commission and VAT reduce the gain. Pools, annexes and the licence at the deed
Unlicensed pools, annexes, enclosed terraces and garage conversions are common in older Algarve villas. From 1 October 2026 (Decree-Law 108/2026) every deed must state whether the habitation licence was shown, declared to exist, or does not exist; if the statement is missing, either party can seek to annul the sale. Check your licence against what is built before you list; see unlicensed works.
On the cliff tops of São Rafael, Castelo, Galé and Olhos de Água, cliff-risk or National Ecological Reserve (REN) rules may restrict extensions and pools; ask the council for the planning extract for your plot.
How to choose an agent in Albufeira
The IMPIC register lists 136 licensed mediation companies with a registered seat in Albufeira, from international networks to agencies licensed since the 1980s.
