Selling a property in Lagos and Praia da Luz in 2026: prices, time to sell and agents
Homes in Lagos municipality sold for a median €3,855/m² in the 12 months to March 2026 (INE, completed sales), up 7.6% on a year earlier. Praia da Luz (Luz parish) was higher at €4,252/m², up 22%. idealista asking prices averaged €4,655/m² in August 2026, about 21% above what buyers paid, and have eased since a May 2026 peak. Sellers typically pay about 5% commission plus 23% VAT. Algarve home sales fell 12.4% in Q2 2026.
What is a property in Lagos and Praia da Luz worth?
Two kinds of figure are quoted for Lagos, and they measure different things. INE medians are what buyers actually paid, taken from completed sales recorded by the tax authority. idealista asking prices are the average advertised price on the idealista portal. In Lagos, asking prices run about 21% above the INE transaction median.

In Q1 2026 Lagos had the highest quarterly median of the Algarve municipalities we checked, above Loulé (€4,062/m²); the Algarve was €3,240/m² over the 12 months. New builds sold at €4,131/m², existing homes at €3,727/m². INE had not published Q2 2026 municipal figures by 24 September 2026. We read the INE tables through DataLABOR, which republishes them; its regional values match INE’s own release.
By area, INE publishes nothing below parish level, so there is no official sale price for Meia Praia, Porto de Mós or the Marina on their own. idealista publishes zone asking prices.

Burgau is not in Lagos. It is in Budens parish, Vila do Bispo municipality, though some Burgau addresses carry Lagos postcodes. idealista had too few Luz listings in August 2026, so the Luz asking price is July’s. The Porto de Mós and Odiáxere asking figures reflect a handful of expensive villas and new builds, not what an ordinary home is worth.
Older idealista figures are not comparable. idealista changed its methodology in July 2026. Figures such as “Lagos €4,449/m² in March 2026” that still circulate come from the old series.
Why should I price from sales, not asking prices?
Because buyers, their lawyers and bank valuers work from sales.

Averages hide the premium that foreign buyers pay. Over the 12 months to March 2026, buyers with a tax domicile abroad paid a median €4,255/m² in Lagos, against €3,549/m² for buyers domiciled in Portugal: 19.9% more. In the town parish the premium was 20.7%; in Luz only 5.2%, because domestic buyers there already pay high prices. Is 2026 a good time to sell in Lagos?
The signals have turned more cautious since the spring.
- Asking prices peaked in May 2026. The municipal idealista average reached €4,782/m² in May and was €4,655/m² in August: down 2.7% over three months and 4.2% in the town centre. Annual growth slowed from about 9% in spring to 3.8%.
- Sale prices were still rising early in 2026, but more slowly than the Algarve: +7.6% against +15.1% over the 12 months to March.
- Fewer sales across the Algarve. INE counted 12.4% fewer home sales in the Algarve in Q2 2026 than a year earlier, against a 6.4% fall nationally.
- More price cuts. In Q1 2026, 9% of homes for sale in Faro district had had a price cut; in Faro city the share rose from 6% to 11% in a year (idealista).
- Foreign buyers now pay more tax. Since 25 May 2026, buyers who are not tax resident in Portugal pay a flat 7.5% IMT (property transfer tax) on the whole price (Decree-Law 97/2026). On a €385,500 home that is €28,913, plus 0.8% stamp duty of €3,084. Buyers who become resident within two years, or let at a moderate rent, can reclaim the difference. The asking-price slowdown began at about the same time, but no data yet show that the tax caused it.
For a seller, the practical reading is that buyers have more room to negotiate than in 2025. Price close to recent sales, not to the spring peak.
Who is buying in Lagos and Luz?
- Foreign buyers set the top of the market, as the 19.9% premium shows. Nationally, 8,471 homes went to buyers domiciled abroad in 2025, down 13.3% and the third annual fall; the Algarve took 29.7% of them by number and 42.4% by value (INE, reported by jornalpt50).
- No official nationality split exists. INE separates only EU and non-EU buyers, and UK buyers count as non-EU since Brexit. Engel & Völkers’ 2025–26 market report says international demand in the Algarve is concentrated in “the Vilamoura, Albufeira and Lagos triangle”, with British and Irish buyers prominent alongside German, Belgian and Dutch; those figures come from its own sales, not the whole market.
Who is selling, and why now?
There is no Lagos-specific data on sellers, but several 2026 changes push long-standing foreign owners towards a decision:
- NHR ending. Owners registered for non-habitual resident status from 2016 to 2019 lose it between 2026 and 2029, and foreign pensions are then taxed at the progressive rates of 12.5% to 48%. See NHR ending.
- The UK–Portugal tax treaty (in force 20 January 2026) gives Portugal exclusive taxing rights over most UK pensions paid to residents. See moving back to the UK.
- The 90/180-day rule is now policed automatically. Since 10 April 2026 the EU Entry/Exit System records each entry and exit, so UK and US owners without residence can no longer overstay 90 days in 180 unnoticed.
- Heirs. Luz has had a British community for decades, and many homes now pass to children who live abroad. See inherited property.
How long does it take to sell in Lagos?
No credible source publishes days on market or transaction counts for Lagos; the nearest indicators are the Algarve sales fall and the rising share of price cuts. After you accept an offer, add the legal steps: the CPCV (promissory contract), with a deposit commonly of 10–30%, then the escritura (the deed). If you live abroad, you can sign through a power of attorney (procuração), which must be notarised and apostilled if signed outside Portugal. See selling as a non-resident.
What does selling in Lagos cost?
The seller pays the agent: commonly about 5% of the price (roughly 3–6%) plus 23% VAT, at the deed, and negotiable. The buyer pays IMT, stamp duty and normally the deed and registration.
Worked example: a €650,000 villa in Praia da Luz, no mortgage, seller living in the UK.

One percentage point of commission on this villa is worth €7,995 including VAT.
Tax on the gain comes later. Non-residents are taxed on 50% of the gain at Portugal’s progressive rates, with the rate set by reference to worldwide income; the old flat 28% rate no longer applies. Nothing is withheld at the deed; you declare the gain on the following year’s return. If the villa above was bought in 2008 for €250,000, the provisional 2025 inflation coefficient of 1.28 lifts the cost to €320,000. After the 5% commission and VAT (€39,975), the gain is €290,025, of which €145,013 is taxable, before other deductible costs. Homes bought before 1 January 1989 are outside Portuguese capital gains tax, which matters for some long-standing Luz owners. What if my home is in a resort or holiday complex?
Many Lagos and Luz homes sit in tourist developments (aldeamentos or apartamentos turísticos) rather than ordinary condominiums. Under Decree-Law 39/2008, units in a tourist development with several owners are governed by a título constitutivo (constitutive title), an operator must hold the right to run all the units, and owners pay a periodic contribution to the operator; condominium rules apply only where the title is silent. (This follows a law-firm summary; we have not re-read the statute.) Resort-style developments in the area include Boavista Golf, Palmares and the Espiche golf area; we have not checked how each is legally classified.
The buyer takes on the operating arrangement and the charges. Before listing, get the título constitutivo, the operating contract, the latest charges statement and a clear answer on whether the unit can be used privately all year or must stay in a rental pool.
Holiday-let (AL) registrations
Decree-Law 76/2024 gave control of short lets (alojamento local, AL) back to municipalities. Decree-Law 151/2026, of 30 July 2026, gives municipalities with more than 1,000 AL registrations until 31 December 2026 to decide on a regulation; they may suspend new registrations only while drafting, and never beyond that date. Existing registrations are not affected.
You may read that Lagos has AL containment areas. On 24 September 2026 we found no Lagos AL regulation, containment area, draft or suspension on the council website, in the Diário da República or in the press. ECO reported in June 2026 that Lagos had completed a clean-up of inactive registrations. If your property has an AL registration, say so in the listing and ask your lawyer whether it can pass to the buyer for your property type. A buyer should not assume a new registration will be available after Lagos decides.
Pools, annexes and licences
Unlicensed pools, annexes, covered terraces and converted garages are common in older Luz and Lagos villas. From 1 October 2026 (Decree-Law 108/2026), every deed must state whether the habitation licence was shown, declared to exist, or does not exist; if the statement is missing, either party can seek to annul the sale. Since 2024 the licence need not be shown at the deed, but a buyer’s bank will still ask. See unlicensed works.
Coast and protected land
The 1999 coastal plan (POOC Burgau–Vilamoura, Council of Ministers Resolution 33/99) still governs the Lagos coast, because its replacement is only a proposal. It restricts building in cliff-top and beach strips at Porto de Mós, Ponta da Piedade, the Luz cliffs and the Meia Praia dunes. Burgau beach marks the southern edge of the Sudoeste Alentejano e Costa Vicentina Natural Park, whose rules cover the coast west of it. Much of the interior around Bensafrim, Barão de São João and Odiáxere is in the national ecological or agricultural reserve (REN or RAN), which limits building; check your plot on the municipal plan maps.
How to choose an agent in Lagos
Lagos has international franchise offices, long-established local independents (two with offices in Praia da Luz) and a few buyer’s agents. Check the agency’s AMI licence number, issued by IMPIC, on the IMPIC register. Ask for recent sales in your street or development, not asking prices, and keep an exclusive contract to three to six months.
