Below are 9 agencies that describe their segment as prime, luxury or premium, each with its AMI licence verified on IMPIC on 24 September 2026. In Santo António (Avenida da Liberdade, Príncipe Real), new homes sold for a median €9,577/m² (INE, 12 months to March 2026). Commission is commonly about 5% plus 23% VAT, negotiable.

This is the prime cut of our English-speaking estate agents in Lisbon. We included an agency if it has an office in Lisbon municipality, works in English, markets to international buyers, holds an AMI licence (the estate agency licence issued by IMPIC, the construction and real estate regulator) and describes its segment as prime, luxury or premium, or has a dedicated new-development team. We read each website and checked every licence number on the IMPIC public register on 24 September 2026.

International networks and franchises

Century 21 Nações

Century 21 Nações is a Century 21 franchise office operated by DNZ – Mediação Imobiliária, Lda, at Alameda dos Oceanos, Lote 4.43.01AB, Loja 30, 1990-616 Lisboa, in Parque das Nações. It describes its market as “prime”, national and international. Parque das Nações, the former Expo 98 district of modern riverside flats, had an INE median paid of €6,407/m² over the 12 months to March 2026, second only to Santo António. The website does not state which languages its consultants speak, so ask for an English speaker. AMI 10786, verified on IMPIC, 24 September 2026. It does not say whether it represents buyers.

Tradeoff: “prime” is its own description, and it is a single franchise office rooted in one eastern district rather than a city-wide luxury specialist.

Engel & Völkers Lisbon

Engel & Völkers’ Lisbon shop is at Avenida da Liberdade 196-200, 7th floor. It is run by EV MMC Portugal – Mediação Imobiliária, Unipessoal Lda, a licence partner of the German group. It covers residential, investment and luxury property, including villas, and states English, Portuguese and Spanish. AMI 15208, verified on IMPIC, 24 September 2026; the number is not shown on the Engel & Völkers pages we read, so ask for it on the contract. The website has a “buyer resources” section but does not say the shop represents buyers. Lisbon has several Engel & Völkers shops, and each is a separate company.

Tradeoff: your contract is with the licence partner that runs this shop, not the brand, and its range is wider than luxury alone.

Porta da Frente Christie’s

Porta da Frente – Sociedade de Mediação Imobiliária, Lda is the Christie’s International Real Estate affiliate for Lisbon, Cascais, Oeiras, Sintra and Comporta. Its Lisbon office is at Avenida da Liberdade 204, 2nd floor, 1250-147 Lisboa, with a second office at Rua Mar do Norte 1E in Parque das Nações. It works in the prime segment and with new developments, and says it has more than 100 professionals. It publishes an annual premium-market report, based on asking prices rather than completed sales. The website is in English and Portuguese. AMI 6335, verified on IMPIC, 24 September 2026. The website does not say whether it represents buyers.

Tradeoff: much of its book is prime new-build, so if you are selling a resale flat, ask how many it sold in your parish last year.

Portugal Sotheby’s International Realty, Lisboa (Amoreiras)

The Sotheby’s International Realty brand is run locally by separate licensed companies. The Lisboa office is operated by Travessiazul – Mediação Imobiliária, Lda at Rua Carlos Alberto da Mota Pinto 3A, 1070-046 Lisboa, next to Amoreiras. It works in the luxury segment. The national website is in Portuguese, English, French and Spanish. AMI 8671, verified on IMPIC, 24 September 2026, and shown on the office page. It has a buyer request form but does not say it represents buyers. A second Lisbon office, Lisboa Oriental, is a different licensee (AMI 12029). Ask how your listing reaches the brand’s offices abroad, and who pays any referral fee.

Tradeoff: each Sotheby’s office is legally and financially independent, so your contract is with one licensee, not the brand.

RE/MAX Collection Valor (Príncipe Real)

RE/MAX Collection Valor is a RE/MAX franchise run by João Bordalo – Mediação Imobiliária, Lda, at Rua Dom Pedro V 37, ground floor, 1250-092 Lisboa, in Príncipe Real. “Collection” is the RE/MAX label for its luxury segment. The office page states English, Portuguese, Spanish and French. It advertises a “free and personalised service for buyers”; as a seller, ask whether that service is funded from your commission. AMI 6275, verified on IMPIC, 24 September 2026. Its parish, Santo António, had Lisbon’s highest INE median paid: €6,986/m² over the 12 months to March 2026, and €9,577/m² for new homes.

Tradeoff: RE/MAX offices are independently managed franchises, so terms and commission are set by the office.

Prime specialists and consultancies

Castelhana (a Dils company)

Castelhana – Sociedade de Mediação Imobiliária, Unipessoal Lda is headquartered at Avenida da República 5, 2nd floor, 1050-185 Lisboa, in Avenidas Novas. It describes itself as a Dils company and concentrates on Lisbon new developments and luxury homes. The website is in English, French and Portuguese. AMI 3497, verified on IMPIC, 24 September 2026; the footer also names Dils Portugal, Lda (AMI 24280). The website has a “looking for a property” request form but no wording about representing buyers. If you are selling a resale flat, ask what share of its recent sales were resales rather than developer stock.

Tradeoff: its focus is new developments, and two licensed companies appear under the brand, so confirm which one signs your contract.

JLL Residential Portugal

JLL’s residential department is at Rua Castilho 39, 1250-068 Lisboa, near Marquês de Pombal. It works in the prime segment and on exclusive residential developments, and says it supports “owners, investors and buying customers”. The website is in English and Portuguese. Two licensed companies trade under the brand: Jones Lang LaSalle (Portugal), Sociedade de Mediação Imobiliária S.A. (AMI 8654) and Cobertura – Sociedade de Mediação Imobiliária, S.A. (AMI 479), both verified on IMPIC, 24 September 2026. Residential is one department of a global commercial property consultancy, which suits owners of larger or development-grade assets.

Tradeoff: residential is a smaller part of a firm built around commercial property, and you should confirm which of its two companies signs your contract.

Quintela + Penalva | Knight Frank

Quintela & Penalva Associados – Sociedade de Mediação Imobiliária, Lda trades as Quintela + Penalva and is the Portuguese associate of the British firm Knight Frank. Its Lisbon office is at Rua Aviador Plácido de Abreu 1C, 1070-016 Lisboa. It works in the premium and luxury segment and says it has done so for more than 20 years. The website is in English and Portuguese. It offers “Private Consulting”, described as strategic advice for investors and buyers; ask whether it acts for buyers, sellers or both on a given deal. AMI 6182, verified on IMPIC, 24 September 2026. If a UK buyer is likely, ask how listings reach Knight Frank’s network.

Tradeoff: it is a Knight Frank associate, not a stand-alone Knight Frank office.

Savills Portugal (residential)

Savills Portugal – Mediação Imobiliária, Lda has its Lisbon office at Avenida Miguel Bombarda 4, 7th floor, 1000-208 Lisboa, near Saldanha. Its residential team covers the full range, including new developments, and says it guides buyers “through the whole process”. We could not confirm from its website which languages the team speaks. AMI 5446, verified on IMPIC, 24 September 2026, and shown in its legal notice. Savills publishes prime research on Lisbon: its February 2026 report recorded Lisbon prime values up 4.4% in 2025 and forecast growth of 4% to 5.9% in 2026.

Tradeoff: its residential team covers the full range rather than only prime, and Savills is mainly a commercial property consultancy.

Where is prime Lisbon, and what does it sell for?

INE publishes sale prices by parish, not street, so the table maps prime neighbourhoods to parishes. INE medians are prices paid; idealista figures are asking prices. Parish medians are INE data republished by mra-bio.me, matching every value INE’s own release quotes.

For sellers: in 2025 INE medians rose only 3.0% in Misericórdia and 2.8% in Estrela, against 12.3% for the city, and Santo António’s asking prices fell 2.3% in the three months to August 2026. Buyers with a tax domicile abroad paid a median €6,325/m² in Lisbon, against €5,000/m² for buyers domiciled in Portugal (INE, 12 months to March 2026).

Who buys prime Lisbon?

Confidencial Imobiliário’s data for Lisbon’s urban rehabilitation area (every parish except Lumiar, Santa Clara and Parque das Nações), reported by Vida Imobiliária, shows foreign buyers made 23% of residential purchases in 2025, at an average €631,800 per home. By number, Americans were the largest group (16%), followed by French and Brazilian (11% each), British (7%), Chinese (6%) and German (5%) buyers. Estrela, Misericórdia and Santo António were among their favoured parishes. These are second-hand figures from a paywalled source, counting nationality, not residence.

That mix is why international reach matters at the top end. Ask each agency which countries its last ten buyers above your price came from.

What sellers of €1.5m+ homes should expect

Discreet sales. You can ask an agency to market privately to its own buyers, not on the portals. Every advert must still carry the agency’s AMI number, and you need a valid energy certificate (certificado energético) to advertise and sell. The cost of discretion is thinner price evidence, so ask for sold prices in your parish first.

Exclusivity. Agencies commonly propose an exclusive contract, often with a lower rate in return. Lei 15/2013 requires the duration and commission in writing (article 16); with no stated duration the contract lasts six months. Under exclusivity, commission is also owed if the sale fails through your fault (article 19(2)). Simple exclusivity does not stop you selling to a buyer you found yourself (Supreme Court, 12 April 2023). Keep the term to three to six months; see estate agent commission.

Commission. No law sets the rate. Opening quotes of about 5% plus 23% VAT are common, and deals are done between roughly 3% and 6%. These are market ranges, not official statistics; we have found no published data on rates for €1.5m+ homes. Each point is worth more at the top, so ask for a lower rate or a fixed fee.

A 200 m² flat in Santo António at the parish’s new-build median (€9,577/m²) is about €1,915,000; at 5% plus VAT, commission is about €117,800, and each point less saves about €23,560. Commission counts as a sale expense for capital gains tax; see the selling calculator.

The 7.5% non-resident IMT. Since 25 May 2026, buyers who are not tax resident in Portugal pay IMT (property transfer tax) at 7.5% of the whole price (Decree-Law 97/2026). Above €1,150,853 residents pay a flat 7.5% too, for main and second homes alike. At €2,000,000 both pay €150,000, so the rule does not change a prime buyer’s sums; below that threshold a non-resident can pay more (€75,000 against €60,000 for a resident at €1,000,000). Local rules that affect prime flats

  • Short-let registrations. Santo António, Misericórdia and Estrela are among the six parishes where Lisbon allows no new short-let (AL) registrations since 6 December 2025. In these containment areas a registration normally lapses when the flat is sold, subject to exceptions in the national AL law. Price an AL flat there as a home. See selling in Lisbon.
  • Council pre-emption. Lisbon council has a right of first refusal on some sales, for example in urban rehabilitation areas or on protected buildings. The sale terms are posted on the Casa Pronta pre-emption service for €15, and public bodies have 10 working days to respond.

New developments

New homes carry a premium: INE’s Lisbon median for new dwellings was €6,226/m², against €4,896/m² for existing ones (12 months to March 2026). Confidencial Imobiliário counted licensing requests for 4,250 new homes in Lisbon in 2025, up 62%. Castelhana, Porta da Frente Christie’s, JLL and Savills market new developments for developers. How to choose a luxury agent in Lisbon

  • Ask for sold prices, not listings, in your parish and price band over the last 12 months.
  • Ask where the buyer will come from: which countries, which network offices, and last year’s share of foreign buyers.
  • Check who signs. Five of the nine trade under a franchise, licence or affiliation, and JLL and Castelhana show two licensed companies. The AMI on your contract must match the signing company.
  • Keep exclusivity short, and diary the non-renewal notice date.
  • Plan for selling from abroad. You can sign the CPCV (promissory contract) and the deed through a power of attorney (procuração). See selling as a non-resident and costs of selling.
