Selling a property in Portimão and Alvor in 2026: prices, time to sell and agents
Homes in Portimão municipality sold for a median €3,125/m² in the 12 months to March 2026 (INE, completed sales), up 18.7% on a year earlier and about 19% below Lagos. idealista asking prices averaged a record €3,587/m² in August 2026, about 15% above what buyers paid; Praia da Rocha averaged €4,629/m². Sellers typically pay about 5% commission plus 23% VAT. Algarve home sales fell 12.4% in Q2 2026.
What is a property in Portimão and Alvor worth?
Two kinds of figure are quoted for Portimão, and they measure different things. INE medians are what buyers actually paid, taken from completed sales recorded by the tax authority. idealista asking prices are the average advertised price on the idealista portal. In Portimão, asking prices run about 15% above the INE transaction median.

Over the 12 months to March 2026, Portimão sold for about 19% less per m² than Lagos (€3,855/m²) and a little below the Algarve (€3,240/m²), but in Q1 2026 its quarterly median was slightly above the Algarve’s (€3,352/m²). New builds (€3,184/m²) carry little premium over existing homes (€3,120/m²). INE had not published Q2 2026 municipal figures by 24 September 2026. We read the INE tables through DataLABOR, which republishes them; its regional values match INE’s own release.
By area, INE publishes nothing below parish level, so there is no official sale price for Praia da Rocha, Três Castelos or Praia do Vau on their own. idealista publishes zone asking prices.

Alvor’s transaction median now edges the city parish. Ferragudo, across the river, is in Lagoa municipality, not Portimão, so these figures don’t cover it.
Older idealista figures are not comparable. idealista changed its methodology in July 2026. Figures such as “Portimão €3,350/m² in March 2026” that still circulate come from the old series.
Why should I price from sales, not asking prices?
Because buyers, their lawyers and bank valuers work from what homes actually sold for.

Foreign buyers pay more. Over the 12 months to March 2026, buyers with a tax domicile abroad paid a median €3,578/m² in Portimão, against €3,076/m² for buyers domiciled in Portugal: 16.3% more, or about €40,000 on an 80 m² flat. Is 2026 a good time to sell in Portimão?
Portimão looks firmer than Lagos, but the regional market has slowed.
- Prices are still rising. The INE median rose 18.7% in the 12 months to March 2026, faster than Lagos (+7.6%) and the Algarve (+15.1%). idealista asking prices reached a record €3,587/m² in August 2026, up 3.5% in three months, though annual growth has slowed from 15.7% in September 2025 to 8.4%. In Lagos, by contrast, asking prices peaked in May.
- Fewer sales across the Algarve. INE counted 12.4% fewer home sales in the Algarve in Q2 2026 than a year earlier, against a 6.4% fall nationally.
- More price cuts. In Q1 2026, 9% of homes for sale in Faro district had had a price cut; in Faro city the share rose from 6% to 11% in a year (idealista).
- Foreign buyers now pay more tax. Since 25 May 2026, buyers who are not tax resident in Portugal pay a flat 7.5% IMT (property transfer tax) on the whole price (Decree-Law 97/2026). On a €250,000 flat that is €18,750, plus 0.8% stamp duty of €2,000. Buyers who become resident within two years, or let at a moderate rent, can reclaim the difference. Because Portimão’s foreign premium and price level are lower than Lagos’s, the tax may matter less here, but that is our inference; no data yet isolate the effect.
Who is buying in Portimão and Alvor?
- A more domestic market than Lagos. A lower entry price, a city with services, a marina and Praia da Rocha draw value-seeking buyers; Alvor adds village character.
- Foreign buyers at the top. Nationally, 8,471 homes went to buyers domiciled abroad in 2025, down 13.3% and the third annual fall; the Algarve took 29.7% of them by number and 42.4% by value (INE, reported by jornalpt50).
- No official nationality split exists. INE separates only EU and non-EU buyers, and UK buyers count as non-EU since Brexit. Engel & Völkers’ 2025–26 report names British, Irish, German, Belgian and Dutch buyers in the central Algarve resorts, from its own sales; it gives no Portimão figure.
Who is selling, and why now?
There is no Portimão-specific data on sellers. Typical sellers include owners of Praia da Rocha and Alvor holiday apartments bought from the 1970s to the 2000s, and heirs of early foreign buyers (see inherited property). Several 2026 changes push owners towards a decision:
- NHR ending. Owners registered for non-habitual resident status from 2016 to 2019 lose it between 2026 and 2029, and foreign pensions are then taxed at the progressive rates of 12.5% to 48%. See NHR ending.
- The UK–Portugal tax treaty (in force 20 January 2026) gives Portugal exclusive taxing rights over most UK pensions paid to residents. See moving back to the UK.
- The 90/180-day rule is now policed automatically. Since 10 April 2026 the EU Entry/Exit System records each entry and exit, so UK and US owners without residence can no longer overstay 90 days in 180 unnoticed.
How long does it take to sell in Portimão?
No credible source publishes days on market or transaction counts for Portimão; the nearest indicators are the Algarve sales fall and the rising share of price cuts. After you accept an offer, add the legal steps: the CPCV (promissory contract), with a deposit commonly of 10–30%, then the escritura (the deed). If you live abroad, you can sign through a power of attorney (procuração), which must be notarised and apostilled if signed outside Portugal. For a flat, you also need a declaration from the building’s administrator that no condominium charges are owed. See selling as a non-resident.
What does selling in Portimão cost?
The seller pays the agent: commonly about 5% of the price (roughly 3–6%) plus 23% VAT, at the deed, and negotiable. The buyer pays IMT, stamp duty and normally the deed and registration.
Worked example: a €300,000 two-bedroom flat in Praia da Rocha, no mortgage, seller living in Ireland.

One percentage point of commission on this flat is worth €3,690 including VAT. Fixed costs weigh more on a cheaper property, so the percentage is higher than on a villa.
Tax on the gain comes later. Non-residents are taxed on 50% of the gain at Portugal’s progressive rates, with the rate set by reference to worldwide income; the old flat 28% rate no longer applies. Nothing is withheld at the deed; you declare the gain on the following year’s return. If the flat above was bought in 2005 for €120,000, the provisional 2025 inflation coefficient of 1.40 lifts the cost to €168,000. After the 5% commission and VAT (€18,450), the gain is €113,550, of which €56,775 is taxable, before other deductible costs. Homes bought before 1 January 1989 are outside Portuguese capital gains tax, which matters for some owners of early Praia da Rocha flats. What if my flat is in an aparthotel or resort complex?
Praia da Rocha, Alvor (including Prainha and the beach side) and the Vau area have many aparthotels and tourist apartment or village complexes (apartamentos or aldeamentos turísticos) in which individual units are privately owned. Under Decree-Law 39/2008, units in a tourist development with several owners are governed by a título constitutivo (constitutive title), an operator must hold the right to run all the units, and owners pay a periodic contribution to the operator; condominium rules apply only where the title is silent. (This follows a law-firm summary; we have not re-read the statute.) We have not checked how individual complexes are classified; the Registo Nacional do Turismo (national tourism register) shows whether a building is a tourist development.
The buyer takes on the operating arrangement and the charges. Before listing, get the título constitutivo, the operating contract, the latest charges statement, and a clear answer on whether private use is limited or the unit must stay in a rental pool.
Holiday-let (AL) registrations
Decree-Law 76/2024 gave control of short lets (alojamento local, AL) back to municipalities. Decree-Law 151/2026, of 30 July 2026, gives municipalities with more than 1,000 AL registrations until 31 December 2026 to decide on a regulation; they may suspend new registrations only while drafting, and never beyond that date. Existing registrations are not affected.
On 24 September 2026 we found no Portimão AL regulation, containment area, draft or suspension on the council website, in the Diário da República or in the press. Portimão does have a municipal tourist-tax regulation (Aviso 5384/2024/2). If your flat has an AL registration, say so in the listing and ask your lawyer whether it can pass to the buyer for your property type. A buyer should not assume a new registration will be available after the council decides.
Enclosed balconies, pools and licences
Enclosed balconies and roof terraces in Praia da Rocha blocks, and pools and annexes on Alvor and Mexilhoeira Grande villas, are common unlicensed works. From 1 October 2026 (Decree-Law 108/2026), every deed must state whether the habitation licence was shown, declared to exist, or does not exist; if the statement is missing, either party can seek to annul the sale. Since 2024 the licence need not be shown at the deed, but a buyer’s bank will still ask. See unlicensed works.
Coast, ria and protected land
The 1999 coastal plan (POOC Burgau–Vilamoura, Council of Ministers Resolution 33/99) still governs the Portimão coast, because its replacement is only a proposal; cliff-top protection strips affect Praia da Rocha, Três Castelos and Vau. The Ria de Alvor, the estuary and dunes between Alvor and Mexilhoeira Grande, is a Natura 2000 site (PTCON0058) and, according to secondary sources, a Ramsar wetland designated in 1996; building on or near the ria, dunes and salt-marsh edges is heavily restricted. Much of Mexilhoeira Grande’s interior is in the national ecological or agricultural reserve (REN or RAN); check your plot on the municipal plan maps.
How to choose an agent in Portimão
Portimão has international franchise offices in the city and small independents in Praia da Rocha and Alvor. Check the agency’s AMI licence number, issued by IMPIC, on the IMPIC register. For a resort apartment, ask whether the agency has sold units in your building and knows the operator’s terms. Keep an exclusive contract to three to six months.
