Selling a property in Carvoeiro, Ferragudo and Lagoa in 2026: prices, time to sell and agents
Homes in Lagoa municipality, which includes Carvoeiro and Ferragudo, sold for a median €3,220/m² in the 12 months to March 2026 (INE data, completed sales), 15.3% more than a year earlier. idealista asking prices reached a record €4,113/m² in August 2026, and €4,688/m² in the Algar Seco–Vale Centeanes cliff zone. Sellers typically pay about 5% commission plus 23% VAT. Algarve sales fell 12.4% in Q2 2026, and non-resident buyers now pay a flat 7.5% IMT.
What is a property in Carvoeiro, Ferragudo and Lagoa worth?
Carvoeiro, Ferragudo, Benagil and Porches all sit in Lagoa municipality, so official figures are for Lagoa. INE medians are what buyers actually paid, from completed sales recorded by the tax authority. idealista asking prices are the average advertised price. In Lagoa the asking average (€4,113/m², August 2026) sits about 28% above the INE median (€3,220/m², 12 months to March 2026).
INE’s website was unreachable when we checked on 24 September 2026, so the municipal and parish medians below are INE data as republished by DataLABOR (CoLABOR). Its Portugal and Algarve figures match INE’s own releases exactly; we have not checked the Lagoa rows on ine.pt.

Lagoa’s median is at the Algarve level and rose in line with the region. INE had not published Q2 2026 municipal figures by 24 September 2026.

*The republished Ferragudo series is volatile: it shows the same €3,517/m² for the periods to December 2025 and March 2026 and dipped to €3,087/m² in the period to September 2025. With few sales in a small parish, treat it as a rough guide only.
There is no price series for Carvoeiro village or Benagil. INE pools Carvoeiro with Lagoa town, whose flats sell for much less, and idealista publishes no price report for its Carvoeiro-centre or Benagil zones. idealista also changed its methodology in July 2026, so older figures such as “Lagoa €4,026/m², June 2026” are not comparable.
How should you set the asking price?
The gap between asking and paid prices is wide in Lagoa, and wider still between zones. For an 85 m² two-bedroom flat:

Across the Algarve, buyers with a tax domicile abroad paid a median €4,003/m² in Q1 2026, against €3,214/m² for buyers domiciled in Portugal (INE), so a sea-view home that sells to foreign buyers can clear the municipal median by a distance. But the municipal median includes Lagoa town and Estômbar flats, and the premium zones are softer than the headline: east Carvoeiro asking prices are below their October 2024 peak, and the golf zones are down on a year. Is 2026 a good time to sell in Carvoeiro and Lagoa?
- Prices paid are rising fast. The INE median was up 15.3% in the 12 months to March 2026, faster than neighbouring Albufeira (+10.3%).
- Asking prices are at a record, but not everywhere. The municipal idealista figure reached €4,113/m² in August 2026, up 2.0% in three months, with annual growth accelerating from 1.5% in March to 5.9%. Ferragudo, Porches, east Carvoeiro and the golf zones were flat or down over three months or a year.
- Fewer sales are closing. Algarve sales fell 12.4% year on year in Q2 2026, against 6.4% nationally (INE, reported by Observador). There is no transaction count for Lagoa.
- Foreign buyers pay more tax. Since 25 May 2026, buyers who are not tax resident in Portugal pay a flat 7.5% IMT (property transfer tax) on the whole price (Decree-Law 97/2026). On a €450,000 home that is €33,750; buyers who become resident within two years, or let at a moderate rent, can reclaim the difference. The local effect has not yet been measured.
Who is buying in Carvoeiro and Lagoa?
- Buyers from abroad, concentrated in the Algarve. In 2025, 29.7% of all Portuguese home purchases by buyers domiciled abroad, and 42.4% of their spending, were in the Algarve (INE, reported by idealista/news). Nationally, non-resident buyers bought 8,471 homes in 2025, down 13.3%, the third annual fall.
- No official nationality figures. Local agencies’ language lists point to Dutch, German and Scandinavian as well as British and Irish buyers; that is colour, not a statistic. 7,552 foreign nationals lived in Lagoa municipality at the end of 2024 (AIMA).
Who is selling, and why now?
Lagoa council’s own housing figures, published with its draft short-let regulation (data at 1 October 2025), show how few homes on this coast are someone’s main home:

In Carvoeiro’s core fewer than three dwellings in ten are a main home; in Porches, about one in four. Most sellers here are second-home and holiday-let owners, typically:
- British, Irish, Dutch and other northern-European owners living abroad, often with a villa or apartment held for decades. The new UK–Portugal tax treaty applies to UK capital gains tax from 6 April 2026; see UK residents selling.
- Heirs of first-generation owners; see selling an inherited property.
- Retirees whose NHR status is ending (registrations from 2016 to 2019 end between 2026 and 2029; see NHR ending).
- UK owners without residence. The EU Entry/Exit System, fully operational since 10 April 2026 (European Commission), records every entry and exit, so the 90-days-in-180 limit is now enforced automatically.
Selling a resort or tourist-development apartment
Carvoeiro and Porches have many units inside licensed tourist developments (apartamentos turísticos and aldeamentos turísticos, i.e. tourist apartment complexes and tourist villages), governed by Decree-Law 39/2008. They are sold differently from ordinary flats.

The decree has been amended since 2008, so ask your lawyer to confirm the current article numbering in the consolidated text.
The tourism licence shapes who will buy. A buyer cannot take the unit out of the tourist operation, use it as a private second home on their own terms or register their own short let. Your buyers are mainly investors content with operator-run letting. Before listing, gather the registered title, the first-year and current periodic charge, the operator’s agreement, recent letting statements for your unit, and the development’s entry on Turismo de Portugal’s register of tourist developments (RNET).
What are the short-let rules in Lagoa?
Decree-Law 76/2024 made short-let (alojamento local, AL) registrations transferable again from 1 November 2024, so an existing registration can normally pass with a sale, and returned control of short lets to councils. Decree-Law 151/2026, of 30 July 2026, requires municipalities with more than 1,000 registrations to decide on a regulation by 31 December 2026. Lagoa, with 3,728 registrations in October 2025, is well above that.
Lagoa has a draft, not a final regulation. The council decided on 15 April 2025 to prepare a regulation on the sustainable growth of short lets, and a draft dated 5 January 2026 went to public consultation (Edital 4/2026). We could not confirm that it has been approved or published as of 24 September 2026. The draft says:
- Containment areas (no new registrations) would cover only social and cooperative housing estates, plus any area that later crosses both thresholds. Carvoeiro village is not a containment area in the draft.
- Thresholds: containment where AL exceeds 15% of dwellings and 50% of second and vacant homes; “sustainable growth” where AL exceeds 5% and 25–50%. On the council’s own October 2025 figures, by our arithmetic, Carvoeiro’s core (32.0% and 45.0%), Lagoa e Carvoeiro, Ferragudo and Porches fall in the sustainable-growth band, with Carvoeiro’s core close to the 50% trigger.
- Only homes with a valid habitation licence could be registered for AL (article 5).
For a seller, an existing registration is an asset you can pass on. A buyer counting on a new registration in Carvoeiro should wait for the final regulation.
How long does it take to sell?
No credible source publishes days on market or the typical discount for Lagoa; 9% of Faro district listings had a price cut in Q1 2026, against 8% nationally. After you accept an offer, allow for the CPCV with a deposit, commonly 10–30%, and then the escritura (the deed). If you live abroad, a power of attorney signed outside Portugal must be notarised and apostilled. See selling as a non-resident.
What does selling cost?
The seller pays the agent: commonly about 5% of the price (roughly 3–6%) plus 23% VAT, negotiable. The buyer pays IMT, stamp duty and normally the deed and registration.
Worked example: a €450,000 townhouse in Carvoeiro, no mortgage, seller living abroad.

One percentage point of commission on this house is worth €5,535 including VAT. Capital gains tax comes later: non-residents are taxed on 50% of the gain at progressive rates set by reference to worldwide income, with no withholding at the deed. Pools, annexes, cliffs and the licence at the deed
Unlicensed pools, annexes and enclosed terraces are common in older Algarve villas. From 1 October 2026 (Decree-Law 108/2026) every deed must state whether the habitation licence was shown, declared to exist, or does not exist; if it is missing, either party can seek to annul the sale. The draft AL regulation would also require a valid habitation licence for any new short-let registration. See unlicensed works.
Cliff-top villas at Algar Seco, Vale Centeanes, Benagil and Senhora da Rocha may sit in cliff-risk strips or National Ecological Reserve (REN) land, where extensions and pools are restricted. Ask the council for the planning extract for your plot.
