Cascais or Lisbon: where should you buy? (2026 comparison)
Lisbon is only slightly dearer than Cascais: homes sold for a median €5,082/m² in Lisbon and €4,687/m² in Cascais in the 12 months to March 2026 (INE), about 8% apart, and asking prices in August 2026 were €6,227/m² and €6,055/m² (idealista). The real trade-off is what the money buys: in Lisbon, a flat in a walkable city with metro and short-let bans in six central parishes; in Cascais, more space, the sea and a 40-minute train ride to the centre.
Cascais and Lisbon head to head
Both figures below compare municipality with municipality, on the same source and period. INE medians are what buyers actually paid; idealista figures are asking prices.

The per-m² gap depends on where you look. Prime Lisbon parishes run far above Cascais: Santo António (Príncipe Real, Avenida da Liberdade) had a median of €6,986/m² paid, Avenidas Novas €6,000/m². Cascais e Estoril parish, the coastal strip, was €5,459/m², close to Belém’s €5,498/m². At the other end, Alcabideche (€4,159/m²) and São Domingos de Rana (€3,934/m²) in Cascais are cheaper than almost every Lisbon parish; only Santa Clara (€3,733/m²) is lower. Parish figures are INE data for the 12 months to March 2026 as republished by mra-bio.me, because INE’s database was unreachable when we checked. idealista changed its method in July 2026, so do not compare these asking prices with older idealista figures.
What does the same budget buy?
Worked example: a 100 m² home at each municipality’s 12-month INE median, bought for cash by a non-resident. Since 25 May 2026 buyers who are not tax resident pay a flat 7.5% IMT (property transfer tax, Decree-Law 97/2026). Stamp duty is 0.8%, and the government’s Casa Pronta deed service costs €375 without a mortgage.

The €42,778.50 difference is modest. Put the other way, €500,000 buys about 98 m² at Lisbon’s median, 107 m² at Cascais’ and 120 m² at inland Alcabideche’s €4,159/m²; Lisbon’s stock is mostly flats, while Cascais still has houses with gardens. A buyer who becomes tax resident within two years, or lets at a moderate rent, can reclaim the IMT difference by applying within six months. Run your own numbers in the buying cost calculator.
Families
Cascais wins on space and schools in the municipality itself: St. Julian’s in Carcavelos, St. Dominic’s in São Domingos de Rana and King’s College in Cascais, with CAISL and TASIS a short drive away in Sintra. Cascais also had the highest median for homes with four or more bedrooms (€5,000/m²) of Portugal’s 24 largest municipalities, which shows where family demand is. Lisbon is the choice for the French and German curricula: the Lycée Français Charles Lepierre is in Campolide, and the German School’s Estoril primary campus closes from the 2026/27 school year, leaving only its Lisbon site. In Lisbon, Parque das Nações (modern flats with parking), Alvalade (planned mid-century streets and parks) and Belém’s Restelo (villas and large flats) are the obvious family districts.
Retirees
Both work well without a car if you choose carefully. In Cascais that means living near the train: Cascais centre, Monte Estoril, Estoril or Parede. In Lisbon, the flatter planned districts (Avenidas Novas, Alvalade, Parque das Nações) are easier than the hills of Alfama, Graça or Chiado, where older buildings often lack lifts. Lisbon’s historic centre has cooled: Santa Maria Maior’s median paid fell 0.5% in the 12 months to March 2026.
Remote workers and professionals
Lisbon suits those who want the city itself: the airport inside the city, the business district in Avenidas Novas and the metro. Cascais suits those who want the beach every day and go into Lisbon once or twice a week; trains leave Cascais every 15 minutes on weekday mornings. Road journey times on the A5 were not verified, so try the commute at rush hour.
Investors
Short lets are the dividing line. Lisbon’s amended short-let regulation, in force since 6 December 2025, bars new registrations in Santa Maria Maior, Misericórdia, Santo António, São Vicente, Arroios and Estrela, and in containment areas a registration normally expires when the property is sold. We found no comparable restriction in Cascais, though Decree-Law 151/2026 gives large short-let municipalities until 31 December 2026 to decide on rules. Long-term rents are close: €24.5/m² a month in Lisbon against €22.8/m² in Cascais. Homes let at up to €2,300 a month qualify for a 10% tax rate on rental income from 2026 to 2029, and for a refund of the extra IMT a non-resident paid. Lisbon’s council also has a right of first refusal on some sales, exercised through the Casa Pronta pre-emption notice (€15; public bodies have 10 working days to reply), which adds a step to the timetable.
Market direction
Both markets have slowed. Lisbon asking prices have edged down each month since April 2026, and 10% of Lisbon city listings had a price cut in Q1 2026. In Cascais, asking prices on the Cascais and Estoril coast have been flat since May 2026, while inland Alcabideche (+10.6%) and São Domingos de Rana (+12.2%) kept rising. Buyers domiciled abroad paid more in both: in Lisbon, €6,325/m² against €5,000/m² for domestic buyers (INE, 12 months to March 2026).
Choose Cascais or Lisbon?
Choose Cascais if:
- you want a house, garden or sea view rather than a flat;
- your children will attend St. Julian’s, St. Dominic’s, King’s College, CAISL or TASIS;
- you go into Lisbon a few times a week, not every day;
- you want the option of a short let and accept the rules may change after 31 December 2026.
Choose Lisbon if:
- you want to live without a car in a capital city;
- you need a French or German school, or the airport close by;
- you want period architecture or a new-build flat in an established district;
- you plan to let long term, where rents are slightly higher.
