Sintra or Cascais: where should you buy? (2026 comparison)
Cascais costs about 58% more per m² than Sintra: in the 12 months to March 2026 homes sold for a median €5,459/m² in Cascais e Estoril parish against €3,465/m² in Sintra's town parish (INE). Asking prices show a similar gap: €7,020/m² against €4,290/m² (idealista, August 2026). Cascais gives you the sea, a frequent train, most of the international schools and a deep resale market. Sintra gives more space, forest and old quintas for the money, but natural-park and UNESCO rules limit what you can build.
Sintra and Cascais head to head
Compare like with like. Sintra municipality as a whole is mostly commuter suburbs (Queluz, Cacém, Rio de Mouro), which pull its median down to €2,908/m². The Sintra most foreign buyers mean is the town parish (Sintra vila, Portela, São Pedro de Penaferrim, Linhó, Beloura) and Colares on the coast. We compare those with Cascais e Estoril parish and Cascais municipality.

Two cautions on the prices. First, the INE parish medians come from INE data as republished by mra-bio.me, because INE’s database was unreachable when we checked; the municipal totals match INE’s own release. Second, in Sintra’s western parishes asking prices run 25–35% above prices paid, a wider gap than in Cascais, so expect a bank valuation of a Sintra quinta to land nearer the price-paid figure than the portal average (our reading). idealista changed its method in July 2026, so do not compare these asking prices with older idealista figures.
Where exactly is the border?
A common mistake: Malveira da Serra is not in Sintra. It sits in Alcabideche parish, Cascais municipality, inside the natural park on the Cascais side. idealista’s August 2026 list of the ten most expensive homes for sale in Portugal was headed by a quinta there, asking €28,000,000. Likewise, CAISL and TASIS are often called Cascais schools; both are in Linhó, Sintra municipality.
What does the extra cost of Cascais buy?
Worked example: a 150 m² home bought for cash at each parish’s INE median, by a non-resident. Since 25 May 2026 non-resident buyers pay a flat 7.5% IMT (property transfer tax, Decree-Law 97/2026). Stamp duty is 0.8% and the government’s Casa Pronta deed service costs €375 without a mortgage.

The same floor area costs about €324,000 more in Cascais once taxes are added. A buyer who becomes Portuguese tax resident within two years, or lets the home at a moderate rent, can reclaim the IMT difference by applying within six months. Add a lawyer’s fee and survey. Families with school-age children
Both work, for different reasons. Cascais has three international schools inside the municipality (St. Julian’s, St. Dominic’s and King’s College) and a train line that lets teenagers get about alone. Sintra has CAISL (American curriculum and IB Diploma) and TASIS Portugal in Linhó, next to the Beloura and Penha Longa estates; idealista’s Beloura–Penha Longa zone was advertised at €4,264/m² in August 2026, well below Cascais town’s €7,146/m². Linhó gives more house per euro but needs a car. Note that the German School’s Estoril primary campus closes from the 2026/27 school year.
Retirees and second-home owners
Cascais is easier without a car: a seafront promenade, shops within walking distance and trains to Lisbon every 15 minutes on weekday mornings. Monte Estoril and Estoril are advertised at €6,813/m². Sintra vila is built on the hillside of the Serra, and its villages are spread out. Colares and Praia das Maçãs suit second-home owners who drive and want a village by the sea at Colares’ asking price of €5,072/m², still below the Cascais municipal average. For foreign demand, Engel & Völkers’ 2025–26 market report puts foreigners at 81.3% of purchases in Cascais; that is the agency’s own figure, not an official statistic. We found no foreign-buyer figure for Sintra.
Remote workers and surfers
Cascais has Guincho for wind and surf, the surf beaches of São Pedro do Estoril, and Carcavelos a few stops up the line. Sintra’s Atlantic side (Praia das Maçãs, Azenhas do Mar, Magoito) has emptier beaches and lower prices: São João das Lampas e Terrugem, which includes Magoito, was advertised at €3,284/m² in August 2026. None of those beaches has a railway, and we found no reliable source for peak driving times on the IC19 or A16, so test the drive at rush hour before you buy.
Investors and buy-to-let
Cascais is the more liquid market: asking rents averaged €22.8/m² a month in July 2026 against €15.0/m² for Sintra municipality in June. But Cascais asking prices have been flat since May 2026 (+0.9% a year in Cascais e Estoril), while Colares was up 18.6% and Sintra’s town parish 6.7%. On short lets, the press has reported a Sintra suspension of new registrations in parishes under tourist pressure, but we could not confirm which parishes or whether it still applies; ask the council in writing. Decree-Law 151/2026 gives large AL municipalities until 31 December 2026 to decide on rules, so neither council’s position is settled. Homes let at up to €2,300 a month qualify for a 10% tax rate on rental income from 2026 to 2029.
Buyers who want land, a quinta or a project
This is where Sintra’s rules matter most. Most of western Sintra lies inside the Sintra-Cascais Natural Park, governed by its 2004 plan (Council of Ministers Resolution 1-A/2004). In the park’s complementary protection zones, existing houses can be extended by at most 250 m² of gross construction area; in type I zones new houses are banned; type II and III zones require plots of at least 5,000 m² and 2,000 m². Projects that change the landscape need a binding opinion from the park authority (ICNF). Inside the UNESCO Cultural Landscape (inscribed 1995) and its protection zone, exterior works need a prior favourable opinion from the heritage authority under article 43 of the heritage law (Lei 107/2001); interior-only works are excluded. Do not pay for “potential” until an architect or planning lawyer has checked the zoning. Buildings from before 7 August 1951 do not need a habitation licence, which covers many old quintas, but later extensions may. In Cascais the same park rules apply only on the western edge.
From 1 October 2026 every deed must state whether the habitation licence was shown, declared to exist or does not exist (Decree-Law 108/2026). See unlicensed works.
Choose Sintra or Cascais?
Choose Sintra if:
- you want more house, garden or land per euro and can live with a car;
- your children will attend CAISL or TASIS in Linhó;
- you want a village, the forest or an old quinta, and accept park and heritage limits on changes;
- you want a quieter Atlantic beach at Praia das Maçãs or Azenhas do Mar.
Choose Cascais if:
- you want the sea, a walkable town and a train every 15 minutes;
- you want the widest choice of international schools and English-speaking services;
- resale depth matters: more foreign buyers, more agencies, more comparable sales;
- you plan to let long term at higher rents.
