Buying property in Sintra as a foreigner (2026): neighbourhoods, prices and total costs
Homes in the Sintra parish union sold for a median €3,465/m² and in Colares €3,728/m² over the 12 months to March 2026 (INE); idealista asking prices in August 2026 were €4,290/m² and €5,072/m². Since 25 May 2026 non-resident buyers pay a flat 7.5% IMT: €63,750 on an €850,000 quinta, €12,750 more than a resident. Sintra suits families near CAISL and TASIS, buyers wanting land, and Lisbon commuters on the Sintra line.
Where to buy in Sintra
Sintra municipality is large and mostly suburban. The places foreign buyers usually mean sit in two parishes: the União das Freguesias de Sintra (the vila, Portela, Várzea, São Pedro de Penaferrim, Linhó, Beloura and Penha Longa) and Colares (Colares, Mucifal, Praia das Maçãs, Azenhas do Mar, Almoçageme and Azóia). Prices below are idealista asking prices for August 2026 and INE medians actually paid over the 12 months to March 2026 (INE parish figures as republished by a third party).

Malveira da Serra is not in Sintra. It belongs to Alcabideche parish in Cascais municipality, though it lies inside the same natural park. Its prices, council and short-let rules are Cascais’; see Cascais. Portugal’s most expensive listing in August 2026, a €28 million quinta, was there.
What does a typical home cost?
INE figures are what buyers paid; idealista figures are what sellers ask. In Colares the asking figure is 36% above the INE median, in the Sintra union 24%.

idealista changed its methodology in July 2026, so do not compare these with older idealista figures. Buyers domiciled abroad paid 34.5% more per m² than domestic buyers in Grande Lisboa in Q1 2026 (INE). In the wider Lisbon area, sales closed an average 4.4% below asking in Q1 2026 (Confidencial Imobiliário, via KW Alfa). Sintra municipality’s asking rents were €15.0/m² a month in June 2026 (idealista), so a 100 m² home would advertise at about €1,500.
The total cost of buying in Sintra
Since 25 May 2026, buyers who are not tax resident in Portugal pay a flat 7.5% IMT (property transfer tax) on the whole price of a home (Decree-Law 97/2026). Residents pay the normal sliding scale; between €660,982 (main home) or €633,931 (other homes) and €1,150,853, that scale is a flat 6%. Everyone pays 0.8% stamp duty on the price, plus 0.6% on any mortgage. The government’s Casa Pronta service charges €375 for the deed and registration without a mortgage and €700 with one.
Worked example: an €850,000 quinta, cash purchase.

With a €425,000 mortgage, add €2,550 stamp duty on the loan and pay €700 at Casa Pronta instead of €375: a non-resident pays €63,750 + €6,800 + €2,550 + €700 = €73,800. Add your lawyer, a survey and, for a quinta, a topographic survey and a zoning check.
Three rules change the answer:
- Becoming resident. A buyer who becomes Portuguese tax resident within two years, or lets the home at a moderate rent, can reclaim the difference by applying within 6 months of qualifying.
- Former residents. The 7.5% rate does not apply to buyers who were Portuguese tax resident at any time before.
- Above €1,150,853, residents also pay 7.5% flat, so on Sintra’s larger estates the gap disappears.

Can I extend a quinta in the Sintra-Cascais Natural Park?
Usually a little, rarely a lot. Most of western Sintra, including the vila, Colares and the coast, is inside the Sintra-Cascais Natural Park. Its plan (POPNSC, Council of Ministers Resolution 1-A/2004) sets these limits in the complementary protection zones:

Partial and total protection zones are stricter. Projects that could noticeably change the relief, landscape or vegetation need a binding opinion from ICNF (the nature conservation institute) under article 36(5), with a topographic and tree survey, a landscape project and, for existing buildings, measured drawings and photographs. Sintra’s municipal master plan (PDM), ratified by Resolution 7-B/2020, applies as well. A planned replacement plan for the park is shown as lapsed on the national planning register, so the 2004 plan remains the reference. No source gives typical approval times.
World Heritage. The Cultural Landscape of Sintra was inscribed by UNESCO in 1995. In heritage protection zones, the council may not license works that alter topography, alignments, heights, volumes, roofs or exterior cladding without a prior favourable opinion from Património Cultural (Lei 107/2001, article 43(4)); interior-only works are excluded. Works on a classified monument or site need express authorisation (article 51).
Before you pay for “potential”, ask your lawyer to identify the plot’s zone on the POPNSC and PDM maps.
Schools and commuting
International schools. Both of Sintra’s American-style international schools are in Linhó, in Sintra municipality near the Cascais border.

St. Julian’s, St. Dominic’s and King’s College are in Cascais municipality; see buying in Cascais.
Train to Lisbon. Sintra station to Rossio takes about 40 minutes on the Sintra line, with direct trains about every 30 minutes through the day; other Sintra trains run to Oriente instead. Portela de Sintra is two minutes further in; Cacém is about 13–14 minutes from Sintra and Queluz-Belas about 20–21. These times are from the CP timetable in force since 30 June 2024, still the one CP published in September 2026. Colares, Praia das Maçãs, Azenhas do Mar, Linhó and Beloura have no station. The IC19 and the A16 link Sintra to Lisbon and the A5 towards Cascais; we found no reliable source for peak driving times.
Local rules buyers should check
- Short lets (alojamento local, AL). Press reports say Sintra suspended new AL registrations in urban parishes under tourist pressure. This is unconfirmed: we could not verify which parishes, the legal act or whether it is still in force. Under Decree-Law 151/2026 any suspension cannot run beyond 31 December 2026, and councils with more than 1,000 registrations must decide on a regulation by then. Do not buy on the assumption of a new AL registration in the vila or Colares; confirm with Câmara Municipal de Sintra.
- Park and heritage consents. See above. Unlicensed pools, annexes and extensions are harder to regularise here because ICNF or heritage opinions may be needed. See unlicensed works.
- The coast. Praia das Maçãs, Azenhas do Mar and Magoito are also covered by the coastal programme POC Alcobaça–Cabo Espichel (Resolution 66/2019); ask your lawyer about cliff-zone restrictions.
- Licensing and the 1 October 2026 deed rule. From 1 October 2026 (Decree-Law 108/2026), the deed must state whether the habitation licence was shown, declared to exist, or does not exist; if missing, either party can seek to annul the sale. Buildings from before 7 August 1951 need no habitation licence, but later extensions may.
Finding an agent in Sintra
In Portugal the listing agent is paid by the seller and acts for the seller. None of the agencies on our list of English-speaking estate agents in Sintra states that it acts for buyers; if you want someone on your side, use a buyer’s agent and agree the fee in writing (Lei 15/2013 bars an agency being paid by both sides).
