Selling a property in Sintra in 2026: prices, time to sell and agents

The short answer

Homes sold for a median €3,465/m² in the Sintra parish union (the vila, São Pedro de Penaferrim, Linhó and Beloura) and €3,728/m² in Colares over the 12 months to March 2026 (INE). Asking prices on idealista in August 2026 were far higher: €4,290/m² and €5,072/m². Price from sales, not listings. Agents typically charge about 5% plus 23% VAT. Natural-park and World Heritage rules are what buyers' lawyers check most closely.

What is a property in Sintra worth?

Two kinds of figure are quoted, and they are not comparable. INE medians are what buyers actually paid, from completed sales recorded by the tax authority. idealista asking prices are the average advertised price on the portal. In Sintra’s western parishes the gap between the two is wider than anywhere else on the Lisbon coast.

Use parish figures, not the municipal one. Sintra municipality is large and mostly suburban: the railway-line towns such as Queluz, Cacém, Massamá and Rio de Mouro supply most of its roughly 6,000 sales a year and pull the municipal median down. The vila, Colares and the coast are a different market.

INE parish medians come from INE data republished by a third party and were not checked against the INE database. The two series also cover different periods, so part of the gap is timing. Even so, a gap of this size is a pricing warning.

idealista’s sub-zones inside the Sintra union, August 2026: Centro de Sintra–Portela €3,929/m², São Pedro de Penaferrim €3,923/m², Beloura–Penha Longa €4,264/m², Várzea de Sintra €3,577/m². Inside Colares, Vila de Colares–Mucifal is €4,821/m². A “Vila de Sintra–Monserrate” zone shows €9,049/m², but on a thin sample of listings; do not price from it. idealista publishes no separate series for Praia das Maçãs or Azenhas do Mar, and changed its methodology in July 2026, so older idealista figures (such as “Sintra €3,315/m²”) are not comparable.

Why sellers should price from the INE figure

The widest gap is in Colares: €3,728/m² paid against €5,072/m² asked. On a 200 m² house, that is the difference between €745,600 and €1,014,400, a spread of €268,800.

Three consequences for a seller:

  • Bank valuations follow sales. A buyer’s mortgage valuation will usually sit closer to recorded sales than to portal averages, and the loan is sized on the valuation.
  • Quintas take longer when licensing is unresolved. A buyer’s lawyer who finds an extension without a licence (see below) will either renegotiate or wait.
  • Colares is still below its peak. Colares asking prices reached €5,499/m² in July 2024; August 2026 is 7.8% below that, despite rising 18.6% in a year.

That reading is our inference from the data, not a published statistic. Ask any agent for recent sold prices in your village, not listings.

Is 2026 a good time to sell in Sintra?

  • Sale prices are rising fast, mostly in the suburbs. INE recorded a 28.9% year-on-year rise in the Sintra municipal median in Q1 2026, the second fastest in Grande Lisboa after Vila Franca de Xira. The driver is the railway-line suburbs, where Lisbon households priced out of the city are buying.
  • Asking prices in the vila have levelled off. The Sintra union was flat over the three months to August 2026 (+6.7% in a year); Beloura–Penha Longa fell 6.0% over three months.
  • Colares is still climbing. Up 6.2% in three months and 18.6% in a year.
  • Foreign buyers pay more tax. Since 25 May 2026, buyers who are not tax resident in Portugal pay a flat 7.5% IMT (property transfer tax) on the whole price (Decree-Law 97/2026). On an €850,000 quinta that is €63,750, against €51,000 for a resident. Buyers who become resident within two years, or let at a moderate rent, can reclaim the difference. Its effect on Sintra has not been measured.

Who is buying in Sintra?

No source gives a foreign-buyer share for Sintra, and we have not estimated one. What is documented:

  • Families near the international schools. CAISL and TASIS Portugal are both in Linhó, inside the Sintra parish union, which supports demand around Linhó, Beloura and São Pedro de Penaferrim.
  • Prime estates. On 24 September 2026, agencies listed Sintra homes up to €16.5 million and Colares homes up to €8.5 million on idealista. Portugal’s most expensive listing in August 2026, a €28 million quinta, is in Malveira da Serra, which is in Cascais municipality, not Sintra.
  • Buyers domiciled abroad pay more per m². In Grande Lisboa they paid 34.5% more than domestic buyers in Q1 2026 (INE).

Lifestyle buyers wanting land and the Serra, renovation buyers and beach buyers at Praia das Maçãs are plausible groups, but no data measures them. Nationally, non-resident purchases fell 13.3% in 2025 to 8,471.

How long does it take to sell?

No source publishes time on market for Sintra, Colares or quintas specifically.

Natural park and World Heritage: what buyers’ lawyers will check

Most of western Sintra, including the vila, Colares and the coast, lies inside the Sintra-Cascais Natural Park, and the historic landscape is a UNESCO World Heritage site (inscribed 1995). A buyer’s lawyer will check three things.

1. The park zoning. The park plan (POPNSC) was approved by Council of Ministers Resolution 1-A/2004. In its complementary protection zones:

Partial and total protection zones are stricter. Works that could noticeably change the relief, landscape or vegetation need a binding opinion from ICNF (the nature conservation institute) under article 36(5). Sintra’s municipal master plan (PDM), ratified by Resolution 7-B/2020, applies on top. If your listing promises “potential to extend” or “building plot”, have the zoning checked first: a buyer’s lawyer will.

2. Heritage consent. In heritage protection zones, the council may not license works that alter topography, alignments, heights, volumes, roofs or exterior cladding without a prior favourable opinion from Património Cultural (Lei 107/2001, article 43(4)). Interior-only works are excluded (article 43(5)). Classified monuments and sites need express authorisation for any works (article 51).

3. Unlicensed works. Pools, annexes and extensions added without a licence are harder to regularise here, because ICNF or heritage opinions may be needed on top of the council’s. No source gives typical approval times; do not promise a buyer a date. Buildings from before 7 August 1951 do not need a habitation licence, which covers many older quintas, but later extensions may. From 1 October 2026 (Decree-Law 108/2026) every deed must state whether the habitation licence was shown, declared to exist, or does not exist; if the statement is missing, either party can seek to annul the sale. Short lets: is Sintra’s AL suspension still in force?

This is unconfirmed. Press reported in November 2024 that Sintra had suspended new short-let (alojamento local, AL) registrations, and ECO wrote in July 2026 that Sintra had suspended them in urban parishes under strong tourist pressure. We could not confirm which parishes, the legal act, or whether it is still in force; the council’s page was unavailable on 24 September 2026. Under Decree-Law 151/2026, any suspension cannot run beyond 31 December 2026. An existing registration is not cancelled by a suspension; whether it passes to your buyer depends on the AL law at the time, so ask your lawyer and confirm with Câmara Municipal de Sintra.

What does selling in Sintra cost?

How to choose an agent in Sintra

Sintra has a few local agencies in Colares, Beloura and the vila, and most prime sales are handled by network offices based in Cascais or Lisbon. Check the agency’s AMI licence on the IMPIC register, ask for sold prices in your village, ask how they would present the park zoning and licence position, and keep an exclusive contract short.
