Since 25 May 2026 non-resident buyers pay a flat 7.5% IMT: €52,500 on a €700,000 family house, €10,500 more than a resident. The corridor suits Lisbon commuters and international-school families.

Where to buy in Oeiras and Carcavelos

The corridor runs west from Lisbon’s edge at Algés to Parede, along the Tagus estuary and then the Atlantic. Everything from Algés to Oeiras town, plus the inland parishes of Carnaxide, Porto Salvo and Barcarena, is in Oeiras municipality. Carcavelos and Parede are in Cascais municipality, so Cascais council rules apply there.

Prices below are idealista asking prices for August 2026 and INE medians actually paid over the 12 months to March 2026 (INE parish figures republished by a third party). INE publishes nothing below parish level.

Linda-a-Velha’s asking price rose 25.4% in a year on a small number of listings; treat it with caution.

What does a typical home cost?

INE figures are what buyers paid; idealista figures are what sellers ask. In this corridor asking prices run roughly 10–20% above INE medians.

On these figures, a 140 m² family house in Oeiras would cost about €632,000 at the Q1 2026 INE median and €687,000 at the August 2026 asking average, which is why we use €700,000 in the example below. Buyers domiciled abroad pay more: over the 12 months to March 2026 they paid a median above €4,300/m² in Oeiras, against above €3,400/m² for domestic buyers (INE).

Timing. Oeiras asking prices are still rising (+11.6% in a year to August 2026, a series high), while Carcavelos e Parede has flattened (+3.2%). In the wider Lisbon area, sales in Q1 2026 closed an average 4.4% below the asking price (Confidencial Imobiliário, via KW Alfa). idealista changed its methodology in July 2026, so do not compare these asking prices with older idealista figures.

The total cost of buying in Oeiras and Carcavelos

Since 25 May 2026, buyers who are not tax resident in Portugal pay a flat 7.5% IMT (property transfer tax) on the whole price of a home (Decree-Law 97/2026). Residents pay the normal sliding scale; between €660,982 (main home) or €633,931 (other homes) and €1,150,853, that scale is a flat 6%. Everyone pays 0.8% stamp duty on the price, plus 0.6% on any mortgage. The government’s Casa Pronta service charges €375 for the deed and registration without a mortgage and €700 with one.

The €700,000 house is above €660,982, so a resident pays the flat 6% whether it is a main or a second home. With a €350,000 mortgage on the house, a non-resident adds €2,100 of stamp duty on the loan and pays €700 at Casa Pronta instead of €375: €52,500 + €5,600 + €2,100 + €700 = €60,900. Add your lawyer’s fee, a survey and any bank fees.

Three rules change the answer:

  • Becoming resident. A buyer who becomes Portuguese tax resident within two years, or lets the home at a moderate rent, can reclaim the difference by applying within 6 months of qualifying.
  • Former residents. The 7.5% rate does not apply to buyers who were Portuguese tax resident at any time before; they pay the normal scale.
  • Above €1,150,853, residents also pay 7.5% flat, so the gap disappears.

CAISL and TASIS are reachable from Oeiras by car. The German School’s Estoril primary campus closes from the 2026/27 school year, after which Deutsche Schule Lissabon teaches only at its Lisbon site. Fees change every year; check them on each school’s website. Nova SBE, a business and economics school, has its campus on Carcavelos beach and says about 55% of its students are international.

Train to Lisbon. The Cascais line runs along the coast to Cais do Sodré. Stopping-train journey times from the CP timetable valid from 6 April 2026:

Off-peak, trains run every 20 minutes; in the morning peak about every 15 minutes, plus extra trains between Oeiras and Cais do Sodré, so from Algés there is an inbound train roughly every 7–8 minutes. Miraflores, Linda-a-Velha, Carnaxide, Porto Salvo and Barcarena are inland, away from the line. The A5 motorway and the coastal Marginal (N6) both run to Lisbon; peak-hour driving times vary too much for us to quote a reliable figure.

Local rules buyers should check

  • Two councils. Carcavelos and Parede fall under Cascais council, the rest under Oeiras; planning and short-let rules follow the council.
  • Short lets (alojamento local, AL). Decree-Law 151/2026, of 30 July 2026, as reported by ECO, gives municipalities with more than 1,000 AL registrations until 31 December 2026 to decide on a regulation. We found no AL regulation, containment area or suspension for Oeiras or for Cascais on 24 September 2026, but have not confirmed this with either council. If you plan to let to Nova SBE students or holidaymakers, do not assume a new registration will be available; check with the council first.
  • Licensing and the 1 October 2026 deed rule. From 1 October 2026 (Decree-Law 108/2026), the deed must state whether the habitation licence was shown, declared to exist, or does not exist; if that statement is missing, either party can seek to annul the sale. Buildings constructed before 7 August 1951 do not need a licence, which is relevant for older villas in Parede, Paço de Arcos and Oeiras centre. For newer homes, ask for the licence and check that extensions appear on the approved plans.
  • Letting instead. idealista asking rents averaged €17.9/m² a month in Oeiras in August 2026 (+2.1% in a year) and €19.0/m² in the Oeiras–Paço de Arcos–Caxias parish. Homes let at up to €2,300 a month qualify for a 10% tax rate on rental income from 2026 to 2029.

Finding an agent in Oeiras and Carcavelos

In Portugal the listing agent is paid by the seller and acts for the seller. If you want someone on your side, use a buyer’s agent and agree in writing who pays them: an agency cannot be paid by both buyer and seller in the same deal (Lei 15/2013).
