Selling a property in Oeiras and Carcavelos in 2026: prices, time to sell and agents
Homes in Oeiras sold for a median €4,511/m² in the first quarter of 2026 (INE, completed sales), the third-highest level in Portugal after Lisbon and Cascais; Carcavelos e Parede recorded €4,870/m² over the 12 months to March 2026. idealista asking prices in Oeiras reached a series high of €4,907/m² in August 2026, up 11.6% in a year, while Carcavelos e Parede has flattened (+3.2%). Sellers typically pay about 5% commission plus 23% VAT.
What is a property in Oeiras and Carcavelos worth?
This stretch of the Cascais line covers two councils: Algés to Oeiras town, plus inland Carnaxide, Porto Salvo and Barcarena, are in Oeiras; Carcavelos and Parede are in Cascais municipality.
Two kinds of figure are quoted, and they measure different things. INE medians are what buyers actually paid, from completed sales recorded by the tax authority. idealista asking prices are the average advertised price on the idealista portal. In this corridor asking prices run roughly 10–20% above INE medians.

INE had not published Q2 2026 municipal figures by 24 September 2026. The new-versus-existing split and the parish medians below (12 months to March 2026) are INE data republished by a third party, not checked against the INE database. idealista figures are for August 2026.

INE publishes nothing below parish level, so there is no separate paid-price figure for Miraflores, Caxias or Parede. idealista does publish asking prices for smaller zones: Junqueiro (Carcavelos) €6,429/m², Carcavelos Centro €5,727/m², Parede €5,622/m², Miraflores €5,435/m², Paço de Arcos €5,272/m², Caxias €5,231/m², Dafundo €5,189/m², Algés €5,178/m² and Oeiras e São Julião da Barra €5,100/m². For a single property, recent comparable sales in your street are a better guide than any average.
Older idealista figures are not comparable. idealista changed its methodology in July 2026. Figures such as “Oeiras €4,689/m² in June 2026” belong to the old series.
Is 2026 a good time to sell in Oeiras and Carcavelos?
The two halves of the corridor are moving differently.
- Oeiras is still rising. idealista asking prices were up 11.6% in a year and 2.8% in the three months to August 2026, at a new high for the series. The INE median rose 16.6% in the year to Q4 2025, a little slower than Portugal as a whole (17.5%).
- Carcavelos and Parede have stalled. Asking prices in Carcavelos e Parede were up 3.2% in a year and 0.2% over three months, below their June 2026 peak of €5,412/m². Parede was down 0.7% on a year earlier. This matches Cascais as a whole, where asking prices rose 2.6% in a year.
- Foreign buyers pay more tax. Since 25 May 2026, buyers who are not tax resident in Portugal pay a flat 7.5% IMT (property transfer tax) on the whole price (Decree-Law 97/2026). On a €700,000 house that is €52,500, against €42,000 for a resident. Buyers who become resident within two years, or let at a moderate rent, can reclaim the difference. No local effect has been measured yet.
Our reading, not a forecast: in Oeiras, price close to recent sales; in Carcavelos and Parede, the INE parish median (€4,870/m²) is a safer anchor than the €5,400+/m² asking averages.
Who is buying in Oeiras and Carcavelos?
No survey measures the buyers here, and we found no foreign-buyer share for Oeiras or Carcavelos from INE or any other credible source. What the data does show:
- Foreign-domiciled buyers pay more. Over the 12 months to March 2026, buyers with a tax domicile abroad paid a median above €4,300/m² in Oeiras, against above €3,400/m² for domestic buyers (INE). Oeiras is one of only four large municipalities, with Lisboa, Cascais and Porto, above both thresholds. In Grande Lisboa, foreign-domiciled buyers paid 34.5% more per m² in Q1 2026.
- Local employers. Taguspark in Porto Salvo says it hosts about 19,000 professionals; Lagoas Park is a second office park.
- Schools and a university. St. Julian’s School is in Carcavelos and Oeiras International School in Barcarena. Nova SBE’s campus is on Carcavelos beach and says about 55% of its students are international.
- Fewer non-resident buyers nationally. 8,471 homes were bought by non-residents in 2025, down 13.3% and the third annual fall.
From these anchors we infer three likely buyer groups: professionals who want Lisbon by train in 11–29 minutes, international-school families, and beach-lifestyle buyers in Carcavelos. That is an inference, not a measurement.
There is no local data on sellers. Two national drivers apply: NHR tax status ends between 2026 and 2029 for people registered from 2016 to 2019 (see NHR ending), and the new UK–Portugal tax treaty applies from 2026 (see UK residents selling).
How long does it take to sell?
No credible 2026 source publishes days on market or stock for Oeiras or Carcavelos alone. The nearest figures:

The 13.0% is a gap between two averages, not the discount on a typical home. After you accept an offer, add the legal steps: the CPCV (promissory contract) with a deposit, then the escritura (the deed). What does selling cost?
The seller pays the agent. Commission is commonly about 5% of the price (roughly 3–6%) plus 23% VAT, and it is negotiable. The buyer pays IMT, stamp duty and normally the deed and registration.
Worked example: a €700,000 house in Paço de Arcos, no mortgage, seller living abroad.

One percentage point of commission on this house is worth €8,610 including VAT. Capital gains tax comes later: non-residents are taxed on 50% of the gain at progressive rates set by reference to worldwide income, and commission and VAT reduce the gain. Local rules sellers must know
Short-let licences (alojamento local, AL). Decree-Law 76/2024 gave control of short lets back to municipalities. Decree-Law 151/2026, of 30 July 2026, as reported by ECO, gives municipalities with more than 1,000 AL registrations until 31 December 2026 to decide on a regulation, and lets them extend a suspension once, never beyond that date. On 24 September 2026 we found no AL regulation, containment area or suspension for Oeiras, and Oeiras was not named in press lists of councils suspending registrations. Carcavelos and Parede fall under Cascais council, where we also found none. We have not confirmed this with either council. If your home has an AL registration, ask your lawyer whether it can pass to the buyer.
Licensing at the deed. From 1 October 2026 (Decree-Law 108/2026), every deed must state whether the habitation licence was shown, declared to exist, or does not exist. If the statement is missing, either party can seek to annul the sale. Buildings constructed before 7 August 1951 do not need a habitation licence, which matters for older villas in Parede, Paço de Arcos and Oeiras centre. See unlicensed works.
Selling versus letting. idealista asking rents averaged €17.9/m² a month in Oeiras in August 2026 (+2.1% in a year) and €19.0/m² in the Oeiras–Paço de Arcos–Caxias parish. A 100 m² flat at €17.9/m² would advertise at about €1,790 a month, below the €2,300 cap of the moderate-rent regime, under which rental income is taxed at 10% from 2026 to 2029. With rents nearly flat and asking prices up about 11%, gross yields are shrinking. How to choose an agent in Oeiras and Carcavelos
Three international networks have offices in Oeiras and Paço de Arcos; others cover the corridor from Lisbon, Estoril or Cascais. Check the agency’s AMI licence number on the IMPIC register; with franchises, the company that signs your contract may not be the name on the shop. Ask for sold prices in your parish, not asking prices, and keep an exclusive contract short.
